2 batteries in parallel have the same terminal voltage as one battery - available mAh are doubled

Yes...but you won't double your flight time, however. You'll get roughly 1.6 to 1.7 the single-pack flight.

It's not as easy as just setting a voltage or leaving the voltage unchanged and absolutely does need to be tweaked with larger or smaller batteries because you hit that value much quicker or much slower depending on capacity since the amperage draw remains the same. That being said I use 14.15V with smaller capacity batteries, 3300 in parallel, and I use 14V even with larger batteries, 4,000 in parallel or more. Hope that helps.

EDIT : Almost forgot, with my aerobatic batteries I'm usually flying insane so I draw much more power much more quickly and hence I set my voltage to 14.2. That's only when I use the 45C 3,000 packs and you will hit that number sometimes under maximum throttle but can be ignored UNTIL it's "stable" at that voltage if that makes sense.
