Failsafe with no GPS locked (with no satellites found)

Does anybody know what will happen if failsafe is activated when there are no satellites locked (3 red flashes).? I've tested indoors, without props and no satellite reception, it falls into failsafe and throttle goes to the failsafe position (in my case about 50%). But what about aileron & elevator commands? What would the behavior be in a real flight scenario?

it should fall into atti failsafe, means it'll hover then land when power gets low where it's at, at least that's my understanding, haven't done it,,,yet. naza comes without gps and is what it does without one installed or if sat is lost, falls back to atti modes method of madness
