Regarding the Ham licence, Ofcom are very clear on this- it is not applicable. Look at section 11 of the link I posted; . I can't remember where I read the full description off the Ofcom website but the Ham licence is a non starter for transmitting video from an airborne platform.

I guess the only way to find out is to give Ofcom a call and see what they think. My guess is that providing the chances of causing interference is slim then they will be happy to grant a license.
