V2 stability in wind and balancing on 650 quad

Considering a 650 is balanced with load (camera, gimbal, etc.), would it cause a Naza to become more unstable in wind using the same gains locked in during a calm day with equal load and balance? I'm using extended rails which reach just to booms, but heavier weight of battery positioned closer to body to offset extension. Perfectly stable on calm days, but wobbly on windy days.

Would it make sense to use different size props for different conditions and having preset gains locked into a switch?

Any thoughts?

A smidge over 50%. I have my radio beep at 50%, and it's within that range that I keep the throttle to hover.

Here is a video better illustrating my situation.

Is it possible the camera extension is too far although it is balanced? Or are the 12" props too much for wind?
