I hope i make this thread to right place!

And i have 1 Question... Is that normal that in balance charge mode the fans work constantly @ full rpm...even if you charge with 0,5 amps..
I am confused because there is lable on the side : SMART FAN... if thats normal then i think that is stupidiest fan i have ever seen
Hope someone has same charger and knows that.
