I'm wanting to do video editing on a PC instead of an IPAD. Can you recommend an easy to use video editor as well as how to compress files so they can be sent via email.

Movie maker is a good thing to try first as it's free.
Sorry but you cannot compress video files as they are already compressed into mp4 etc so the only way to email videos is by downscaling to very low quality. Much better to upload video to youtube as unlisted and email a link so receiver can select low quality if on slow connection.
