A "shrouded propeller" is quite a different matter to a "ducted fan". Well designed, I agree with Denny that a shrouded propeller could gain enough efficiency to compensate for its extra weight. As such, it can still be seen as a net advantage, since it allows for a lower lateral drag craft design - less drag means less displacement from wind, meaning less rotational and positional errors to correct.
