Ipower 8028 90T motor on pan

After a fair bit of research I decided to go with this motor to control the pan axis of my 3 axis (handheld gimbal). The gimbal is carrying a Canon 60D with the tokina 11-16mm lens. I decided to use a large pan motor as I am shooting out of a full size helicopter and need the torque to hold against the slipstream.

I have tilt and roll set up nicely but the pan axis won't settle. If i use P gains high enough to hold the heading without allowing a small amount of drift then the 8028 is not smooth, and starts shaking(P value of approx 18-20). If I dial it back to where it is smooth and doesnt shake (P value 6) then it allows the yaw axis to drift a few degrees before correcting.

I have tried all sorts of combinations of I and D values as well but it seems its the P gains that are the issue.

Does anyone have any suggestions to make this axis work?

Alexmos 3 axis board
5028 14T motors on tilt/roll
4s Battery regulated to 12v
