In the news recently has been details of the flood in Australia. There is a significant benefits to flying drones over flooded territory, not the least of which is to survey the damage and better understand any rescue efforts. The following video shows the trouble at Lismore, NSW

In the U.S. there's often an emergency TFR over a disaster zone. Australia has CASA that oversees a similar regulatory function. Many areas in AU, and some parts of Europe, are already using long duration, BLOS sUAS for commercial applications in civilian airspace and they do get re-deployed for some disaster response. Point being, check with authorities before considering performing disaster relief flights.
