GOOD and Affordable don’t usually go together in a sentence about a gimbal for cameras as large as the GH4.
GoPro sure, but Gh2-3-4 your going to have to spend a few bucks if you want something that works well.

If I ignore your budget then I would say the Zenmuse GH3 would probably carry it with minor balancing.
How to modify ???? any details ???
And gh4 video out is Different to use with zenmuse .. so need that modification also
No balancing needed just put the GH4 in GH3 - it works
But HDMI converter of the GH3 will not work, with most settings. The Zen Converter only support
interlaced Settings. GH4 output the same signal via HDMI you selected for recording. So the only setting
would be AVCHD 50i 17mpbs with GH4.

if you can't take what has already been said and make it work then no amount of money will help.
