I would hope so but I have seen and heard low flying jets heading to our state airport, which is close to 15 miles away, near that 400 ft ceiling.

Not to beat a dead horse but I thought it was within a 5 mile radius of an airport - As recently as August 2015, the FAA investigated reports by four pilots who spotted an unmanned aircraft flying between eight and thirteen miles from the approach to Newark Liberty International Airport.
