Define 'near'?

You forgot flying OVER people/public and flying over crowds. They're my pet hates. In the UK you can fly up to 50m (horizontally) from a crowd of 1000 people. And must have permission of landowner for take-off and landing area. Flying near and over people is fine if they have been briefed about what you're doing. You can fly over someones house as they don't own the airspace. Videoing comes under the CCTV regulations.

Near and over are the same for these purposes. By near I mean close enough that if it crashes it will land within 10m of them.

seems that so far flying over crowds is considered a bad idea so far and flying anywhere near people and commercial use aren't so bad from what is voted so far
