SP Racing F3 + Frsky D4R-II Issues

Okay I am completely stumped. Using a FrSky D4R-II Rx and attempting to bind with my Taranis X9D Plus. After the bind process the green LED (the Rx) is solid; indicating a successful binding. However when I open Betaflight and connect the battery and go to the Receiver screen, when I move the sticks there isn't any movement.
I have confirmed I the Serial Rx is enabled on UART3.
PPM is selected.
I have tested with another D4R-II Rx, same results.
I have created new models on the Taranis, same results.
I have flashed the FC (SP Racing F3) multiple times.

Any ideas appreciated.

Was on IRC [HASHTAG]#multirotors[/HASHTAG] and user, OhmEye spotted the issue.

I had was plugging the Rx into the 3 leads I has soldered on to the FC, on UART3 - problem is PPM was on a different set of pins. See image showing below.

Per the manual the PPM was sent over IO_1.

Simply plugged the Rx into the proper leads and all is good.
