No tilt on my Zenmuse H3-3D gimbal on my P2

Just installed a new Zenmuse H3-3D gimbal on my Phantom 2. All seems to work except it will not tilt down or up. No reaction when moving the lever on the back of the DJI transmitter. This is a replacement gimbal for one damaged in a crash. The other one was identical and the tilt worked fine.

Appreciate any tips.
