Swap the motor over to another esc, see if it follows the motor. This will tell you if the motor is the issue, or the esc. If it follows the motor to the other esc then the motor is bad.
Unfortunately, this happens sometimes with DJI motors. I do not know who makes the motors for DJI, but it's a shame that so many posts are like yours.
I suspect this is why DJI went with a different size. Too bad they didn't go with a better proven manufacturer.
I don't use DJI motors, I started with Tiger motors and have been totally satisfied with them. A top quality motor without the high price tag as other quality motors.
Be forwarned, you can not mix and match motors.
